NFL and referees' association in ongoing talks over new labor deal amid replacement officials preparations

The National Football League (NFL) and the NFL Referees Association (NFLRA), which represents the league's approximately 121 game officials, remain in negotiations over a new collective bargaining agreement (CBA).[1][2]

The current CBA, ratified in June 2020 for a seven-year term, is set to expire on May 31, 2026.[1][3]

Pro Football Talk reported on December 17, 2024, that the NFL could resort to replacement referees if talks become contentious and extend into the preseason, a scenario last seen in 2012.[4]

ESPN reviewed internal NFL emails from December 2024 indicating the league has begun "laying the groundwork" for potential replacement officials ahead of the 2026 season.[5]

During a labor dispute in 2012, the NFL used replacement officials from lower-level leagues and colleges from August 9 to September 27, until the regular officials returned following a new CBA.[6][7] The period ended with controversy over a September 24 "Monday Night Football" game, where the Seattle Seahawks defeated the Green Bay Packers 14-12 on a disputed hail-mary touchdown ruled for Seattle.[6][8]

ESPN college football analyst Pat McAfee, a former Indianapolis Colts punter from 2007 to 2012, criticized the prospect on X on December 17, 2024, writing: "Nope we can’t be doing replacement high school refs in the nfl again."[9][10] McAfee called for greater accountability and adaptation to technology among officials while stressing their importance to the game.[9]
